By law, charter schools are public schools and are differentiated from neighborhood public school by being given the freedom of more innovation while still being held accountable for advancing student achievement. Because charter schools are public, they are open to all students. Charter schools do not charge tuition, nor do they have special entrance requirements.
Charter school students must take all the same required tests as students attending neighborhood schools. Charter schools are held accountable not only to the state, but also to the school’s charter sponsor. Public charter schools have no selective admissions requirements, and they must accept all students, including English language learners and children with special needs.

According to the OKCPS district’s website, “OKCPS Application Schools provide students with diverse educational opportunities other than their assigned neighborhood schools. Application schools are free public middle and high schools with selective admission requirements. These schools embody cultures of high expectations and rigorous instruction to ensure that graduates are prepared for a full range of postsecondary options. Criteria for selection may include a combination of students achievement tests, attendance, auditions, grades and/or recommendations.”

Alternative education programs are at-risk for high school failure for a variety of reasons which may include academic deficiency, behavioral difficulties, excessive absences, pregnancy or parenting, adjustment problems or juvenile justice involvement. Alternative education programs are tailored to meet the needs of students who may be struggling with poverty, substance abuse, family dysfunction, or psychological or physical trauma. Some of the unique features of many Alternative Education programs include flexible scheduling, small class sizes, youth and family involvement in goal setting, career skills training, innovative instructional techniques and assistance transitioning to college or career training.

Just as students' report cards provide a snapshot of their school performance, the Oklahoma School Report Cards show how public schools across Oklahoma are serving students in a variety of areas. Oklahoma's school report cards measure multiple indicators, including academic achievement, academic growth, chronic absenteeism, progress in English language proficiency assessments, postsecondary opportunities, and graduation. Measured at different points, indicators work together to provide a snapshot of school performance. Each of these indicators receives a specific point value that translates to a letter grade, according to the Oklahoma State Department of Education.
